The Care Act 2014 provides statutory guidance for how local authorities and partners should protect adults at risk of abuse or neglect. It also includes guidance on organisational responsibilities, the roles and duties of Safeguarding Adults Boards and the criteria for undertaking Safeguarding Adults Reviews.
The below multi-agency procedures are written in line with the Care Act 2014.
Multi-agency policies, procedures and guidance
- North Lincolnshire Safeguarding Adults Board Multi-Agency Policy and Procedure – This multi-agency policy and procedure is the local adult safeguarding policy for North Lincolnshire, which all organisations are required to follow. The policy and procedures are designed to explain simply and clearly how agencies and individuals should work together to protect adults at risk.
- Managing Concerns around People in Positions of Trust (PiPoT) with adults who have Care and Support Needs Policy – This document provides a framework for managing cases where allegations have been made against a person in a position of trust (PiPoT) and is focussed on the management of risk. It provides guidance to ensure appropriate actions are taken to manage allegations against people who work, either in a paid or unpaid capacity, with adults with care and support needs.
- Guidance – Managing allegations against People in a Position of Trust (PiPoT) – This supplementary guidance provides further guidance on what PiPoT is and how cases should be managed. It should be read in conjunction with the above policy.
- Organisational Abuse Policy and Procedure – This policy and procedure details the response required to safeguarding concerns across a health and social care whole service or provider organisation.
- Vulnerable Adults Risk Management (VARM) Policy and Guidance. The VARM process provides a framework for professionals to facilitate effective multi-agency working with adults at risk who are deemed to have mental capacity to make decisions and who are at risk of serious harm or risk of death through self-neglect, refusal of services and/or high levels of risk-taking activity.
- Forensic Examination of Adults Interagency Policy – This policy covers the pilot of a Forensic Exanimation of Adults service across North Lincolnshire and East Riding of Yorkshire Safeguarding Adults Boards. It provides an outline of the process that will be undertaken in relation to the consideration of, examination and reporting when adults at risk of harm have sustained an injury as a result of physical abuse or neglect.
- Identifying and responding to concerns about Female Genital Mutilation – Joint with the Children’s MARS Board, this guidance aims to help professionals identify and respond to concerns around FGM.
- Hoarding Protocol – This guidance aims to provide information on managing harm around hoarding issues.
- Mental Capacity Act 2005 – The Mental Capacity Act 2005 is a law that protects and supports people who do not have the ability to make decisions for themselves. It also provides guidance to support people who need to make decisions on behalf of someone else. Deprivation of Liberty Safeguards (DoLS) are also part of the MCA.
- Mental Health Act 1983 – The Mental Health Act tells people with mental health problems what their rights are regarding assessment and treatment in hospital, treatment in the community and pathways into hospital, which can be civil or criminal.
